U.S. Customs & Border Protection (CBP) recently released a 9-page document called the Air Cargo Advance Screening Pilot Strategic Plan. The document was co-authored by CBP and the Transportation Security Administration (TSA) and is in direct response to the October 2010 toner cartridge attacks from Yemen. The Strategic Plan is based on the following tenets:
- Collecting Pre-Loading Advance Information
- Enhancing Risk-Based Targeting
- Streamlining Customs Entry Requirements
- Harmonization of International Air Cargo Security Standards
